USS was formed to provide uniquely African responses to the security and crime problems facing the sub-continent of Southern Africa. These challenges are often described in the media as being of "insurmountable proportions; unmanageable crises; spiraling out of control, and displaying mindsets which reflect an unwillingness and inability of stakeholders to confront the issues". The international scene is indeed an intimidating one.

The world is currently faced with escalating violence; drug abuse; spiraling lawlessness; terrorism and a war against terrorism; corruption in every walk of civil life; white collar crime; IT crime; domestic violence at levels hitherto unheard of; child and women abuse; child pornography; rape and other crimes of violence; taxi violence; land and farm invasions; disrespect for private property and life; gangsterism; intimidation of public officials and the police; maritime piracy; hijacking of airplanes and ships; kidnapping and extortion; wholesale smuggling of drugs and weapons; trademark abuse and undermining of community morals.

Crime presents problems in developed countries far different than those in countries in the process of development. Some of these variations relate to the type of the offenses, some being more common in developed countries and other less common, or even unique, in the less developed. Two rapidly growing crimes in developing countries are armed robberies and corruption in government and business.

The authorities in many countries would seem to be powerless to do anything on a sustainable basis and are best at fighting a rear guard action. It is commonly agreed that to be effective all stakeholders must join forces to mount concerted campaigns to combat crime, violence and terrorism. A paradigm shift is needed and this must involve and include communities who cannot afford the luxury any longer to sit back and wait for the authorities to "do something about the situation".

Terrorism and crime have clearly become the primary threat of the 21st century. Previous risk management methods and procedures that seemed effective prior to 11 September 2001 are potentially no longer appropriate to enable companies and governments to continue their operations economically, efficiently and safely, with minimum risk.
